The Jasper County Development District #1 was formed in the early 2000’s to promote tourism in the northern end of Jasper County and the District currently provides most of the operating budget of the Umphrey Family Pavilion. The District surrounds the southern end of Lake Sam Rayburn in Jasper County. The District is funded by sales tax and lodging tax in accordance to Texas State Law.
The Directors of the District are appointed by the Jasper County Board of Supervisors and serve a four year term(s). The Directors then elect a Board President, Vice President and Secretary. Board members are not compensated for serving on the board and volunteer their time in various positions to efficiently manage the District projects and funds.

The Board of Directors meet as needed and notices are posted in accordance with State Law at the Jasper County Court House. Notices are also posted at Piney Point Plaza (Post Office Area) and at the Rayburn Resort.
It is the Board of Directors position that the District is best served by reinvesting funds in promoting events, tourism and the Umphrey Family Pavilion. The Board does not have a paid staff and contracts with various professionals to manage the books, audits as required by law and legal work and opinions that the Board requires from time to time. The cost for professional services is substantially less than employing a staff to perform the same duties.
Since the Districts inception it has provided funding for the Umphrey Family Pavilion, the Jasper – Lake Sam Rayburn Chamber of Commerce, The Lake Sam Rayburn Volunteer Fire Department, placement of the dock at the public boat ramp as well as numerous tourism driven events in the area.
In 2013 the Board authorized the first District website – visitlakesamrayburn.com to promote tourism in the area as well as District information. In 2019 the Board authorized this current website to place District information on and allow the first website to better concentrate on tourism.
